Law Enforcement Officer Safety Act (LEOSA)
Retiree Training & Qualification Course
This program meets all Commonwealth of Massachusetts requirements under 515 CMR 6.00


Massachusetts law requires retired law enforcement officers who wish to carry a concealed handgun under the provisions of 18 USC 926C (Law Enforcement Officers Safety Act) and 515 CMR 6.00 to qualify annually on an approved LEOSA course.

In order to attend our 4-hour LEOSA class, retired officers must meet the following standards:

-Retired in good standing from service with a public agency (Federal, State, Municipal or County Law Enforcement Agencies, only), as a law enforcement officer, other than for reasons of mental instability. No retired campus police, DOD, Coast Guard, Military Police, or Dept. of Corrections accepted.
-Before such retirement, was authorized by law to engage in or supervise the prevention, detection, investigation, or prosecution of, or the incarceration of any person for, any violation of law, and had statutory powers of arrest.
-Before such retirement, was regularly employed as a law enforcement officer for an aggregate of 10 years or more; or retired from service with such agency, after completing any applicable probationary period of such service, due to a service-connected disability, as determined by such agency; has a nonforfeitable right to benefits under the retirement plan of the agency.
-Is not under the influence of alcohol or another intoxicating or hallucinatory drug or substance; and is not prohibited by Federal law from receiving a firearm
-Has a valid retired law enforcement officer identification card issued by the law enforcement agency from which the student retired, pursuant to 501 CMR 13.00, and indicates at a minimum that the officer is an otherwise qualified retired law enforcement officer.
-Has a valid license to carry pursuant to M.G.L. c. 140, § 131. (Ma. LTC).

Retired officers have to qualify with center-fired pistols and/or revolvers, no rimfire calibers. All qualification courses fired by the student shall be conducted using a firearm of the type, whether semi-automatic or revolver, to be carried by the qualified retired law enforcement officer under the authority of the LEOSA.

Participants will fire 100 rounds of ammunition in training drills and will then fire 50 rounds of ammunition in the Mass. Municipal Police Training Committee (MPTC) Qualification Course. Retired officers will have three chances to qualify. In order to qualify, the participants must pass the MPTC Qualification Course with a minimum score of 80 percent.

Retired officers must provide the address of the law enforcement agency that they retired from, as a copy of their certificate will be mailed to that agency.

NOTE: Those who do not successfully complete the training and qualification course will have that information forwarded to the Colonel of the State Police and the law enforcement agency from which the officer obtained his or her valid retired law enforcement officer identification card, per 515 CMR 6.03(e).

This class is held outdoors at Danvers Fish & Game Club in Middleton, MA, and both club members and non-members may register to attend.

Price: $120 per student ($100 for DF&GC members). After submitting your registration form (below), you will be contacted regarding payment. We accept Venmo and credit cards. Do not pay until contacted with either a credit card or Venmo invoice from us. Payment is typically due within 24 hours of invoicing in order to reserve your spot in the class.
